What the documentation does not cover

Where the panel stopped

The panel reviewed public documentation. It did not buy anything, run purchases, or compare real savings. Documentation is not performance: a product may do things it does not publish, and a product that performs well but publishes little will score low here. The Institute considers that a real limit of a documentation-based method and states it on every score.
